I've heard about feral dogs living in packs in urban areas just as you describe. It's so sad and at least cats are a more effective predator in an urban situation than a dog can be. Though for both dogs and cats my heart breaks when I think of their very difficult lives as strays.
I have even heard of people who spay/neuter and return the dogs to their environment, just like we do with feral cats.
???? I don't quite know what I think of that in the case of dogs.
